RE and others, what I was referring to is the actions by Judge Baltasar Garzon of Spain made famous some years ago by his arrest order of Pinochet fame.
Currently, he is readying a case against former Attorney General Alberto Gonzales, Douglas Feith and 4 others for the alleged torture that took place at Gitmo.
If you study the Geneva Convention it is the duty of all its signatories to prosecute any violation of its proscribed jus cogens.
On a side note I filmed Director Tom Kalin talking about his new film Savage Grace starring Julianne Moore and in it he tells an interesting anecdote about how Judge Garzon came to their help when they were shooting in Spain.
Please excuse the terrible camera angle of the video, I literally had to shoot from my hip... (shot guerilla style in the Apple Store in SoHo and they are real nazis about control, sorry Steve Jobs... )
Take notice of the PR angle at the end of the story... even judges are not above such considerations...
note: in an earlier comment I said Kalin was a friend, while some of my friends have worked for him he is just an acquaintance...

yes, I had press credentials but due to earlier Wong Kar Wei and Isabella Rosselini shoots and whose outtakes I put up on YouTube far too quickly I was found out or at least suspected... note: Apple always announces that they are filming the event and it will be made available later as an I-Cast or Podcast... I say BS!!! the ones they do release are sanitized versions. for example - I shot Amy Poehler and Fred Armisen doing a routine based on the verb 'fu*king' and it was cut out of what Apple released later... it's important to note that it was a late Sat. afternoon and the Apple theatre in SoHo had a lot kids esp. girls around 12 to 16. All Amy had to do is look 5 feet in front of her, but she was too wrapped up in being Amy Poehler! Same for Fred!
